Zoning Board of Appeals:

This Zoning Board of Appeals hears appeals relating to the zoning ordinances. The ZBA can grant a “variance” to allow a building permit to be issued if it believes such a variance is appropriate for the particular project in question. The ZBA is also the “special permit” granting authority for Salem, unless the zoning ordinance assigns this function to another entity (like the Planning Board) for a specific type of special permit. The ZBA consists of five members appointed by the mayor and confirmed by the council. Members’ terms are five years, with the term of one member expiring each year. Two associate members can also be appointed by the mayor.
