The 11 November Salem Housing Authority Meeting agenda included a number of new business items, including review and approval of a number of quarterly and year end reports as well as mandated forms and certifications. This meeting was held at Pioneer Terrace and was well attended - more than 25 people in the audience, filling the meeting room. New also was a wireless microphone system which helped make the board members more audible to the audience.
A lot of the meeting consisted of reviewing and approving quarter-end and year-end financial reports. Board member Sue Kirby dug into the details of many of these reports, asking pertinent questions about both amounts of particular expenditures as well as policies behind the financials. Items discussed included standing policies for retirement and vacation liabilities. Kirby declined to sign-off on some of the financial statements until later in the week, to ensure she had reviewed and understood them adequately. Specific reports included the “Top 5 Compensation,” “Certification of compliance with Notification Procedures for Federal and State Lead Paint Laws,” “Section 8 Management Plan (SEMAP),” “Five-Year Public Housing Agency Plan for FY 2020,” and “Wage Match Guidelines.” Contract Officer and Alternate Contract Officer were appointed (Cathy Hoog and Debra Tucker). Project Certifications and Change Orders for window projects and carpet replacement projects were approved. $950 was approved for the annual Employee Appreciation Luncheon, which will be held on 26 Nov. 2019.
